Maritime Cybersecurity Compliance Fundamentals

This course provides management-level instruction on maritime cybersecurity compliance requirements for personnel with responsibilities involving Information Technology (IT) and Operational Technology (OT) systems within the domain of the Marine Transportation System (MTS). The course is designed to enable participants to interpret and apply federal cybersecurity requirements established under 33 CFR § 101.650(d), the Maritime Transportation Security Act (MTSA), MARSEC Directive 105, and U.S. Coast Guard Policy Letter 01-25.

This National Cybersecurity Preparedness Consortium (NCPC) training course is developed and delivered by Norwich University Applied Research Institutes (NUARI). NCPC courses are fully funded by DHS/FEMA and provided at no direct cost to participants.

 

 

Course Description

Participants will develop an understanding of how cybersecurity risks affect maritime operations, regulatory compliance, and organizational readiness. Through facilitated discussion and case-based analysis, the course emphasizes cyber threat recognition, incident reporting, documentation, and coordination with designated cybersecurity personnel. The course prepares participants to support compliance activities, contribute to organizational decision-making, and maintain readiness for U.S. Coast Guard inspections, audits, and real-world cyber incidents.

Target Audience

The audience for this course includes maritime personnel with management, supervisory, or operational responsibilities involving access to IT or OT systems aboard vessels, within port facilities, or at OCS operations. Participants should have a general understanding of maritime operations and organizational workflows within vessel, facility, or port environments. No prior cybersecurity training or technical background is required. Familiarity with maritime security concepts or MTSA-related responsibilities is beneficial but not mandatory.

 

Typical participants include managers, supervisors, Facility Security Officers (FSOs), Vessel Security Officers (VSOs), Cybersecurity Officers (CySOs), operations supervisors, front-line operators, technical staff, contractors, vendors, maintenance personnel, administrative staff, and newly hired employees with system access.

Participants are required to have a laptop computer that can access a public wifi connection.

NUARI, as a member of the National Cybersecurity Preparedness Consortium (NCPC), is a FEMA training provider.

A FEMA Student Identification (SID) number is necessary for registering and participating in any training offered by FEMA, as well as for the registration systems and enrollment processes of all FEMA training providers.
