NUARI Leads Cross-Sector Dialogue on Cyber Resilience at Vermont Digital Summit

Last week, Ashley Lipton, Director of Cyber Outreach at NUARI, served as moderator for the panel discussion “Working Together for Cyber Resilience” at the Vermont Digital Government Summit in Burlington, VT.

The Vermont Digital Government Summit is a forum for public sector leaders and technology professionals to examine the complex challenges confronting government agencies in the digital era. Each year, the summit emphasizes critical areas of focus, including cybersecurity, digital transformation, artificial intelligence, data governance, and approaches to fostering effective collaboration across sectors.

In her session, Ashley guided a discussion on the rapidly evolving cyber threat landscape—where attempts to disrupt or infiltrate government networks are becoming faster, more sophisticated, and more dangerous. The session highlighted that no single agency can tackle these challenges alone, and the path forward lies in collective action.

The panel explored how state and local governments across Vermont build unified defenses through collaboration. Discussion areas included the role of shared resources, strategic partnerships, and coordinated funding models in creating a more resilient cybersecurity posture.

From her opening remarks, Ashley underscored the urgency of this work.
“Our panelists bring experience from the front lines of protecting Vermont’s systems,” she shared. “They will provide insight into everything from the current threat landscape to defending critical infrastructure, building partnerships, and preparing for the challenges ahead. Cyber threats advance at a pace that demands constant collaboration. No single agency, community, or sector can manage them alone—and Vermont is no exception.”

The panel brought together distinguished cybersecurity professionals who are leading efforts to defend Vermont’s digital infrastructure:

  • Adam Gamelin, Cybersecurity Advisor, CISA, State of Vermont
  • Joseph Paquin, Director of Information Technology and Information Security Officer, Vermont Judiciary
